You can wait for Vile Splendor to drop, sure. World bosses, events, random luck—sometimes it happens. Most of the time it doesn't. The practical move is crafting at the Occultist and treating it like fishing: craft, check the affix, salvage the misses for Sigil Powder, repeat. It feels wasteful until you do a couple runs and realize the powder cost is nothing compared to the payout. One tip people skip: don't burn your best crafted sigil the moment you get it.
